Can't decide if this is okay or not

Neighbour is doing up his house so is out in the sunshine all day

His 2 small children, probably 4 and 6 , are cycling round and round our cul de sac

They are only interacting with each other , there's not many out round here as my neighbours are mostly elderly, it doesn't appear to be causing anyone any harm, but I guess it's breaking government guidelines?

I think if they're the only ones out then it is okay, if other kids came out I'd expect the original pair to go back to their garden if they have one. As others have said I'v seen far worse on facebook groups such as children from other households playing together and people using this an an opportunity to pass on their unwanted possessions to other households actively saying that the items have not been cleaned etc.

We do this in our close but in tacit rotation.

Mine go out for a bit then come in and next doors come out the next door but one take turns. It helps that the kids don't really play with each other in normal times (ages are really spread out from babies to mid teens).
