What happened to the 15 minute 2m advice?

Originally, we were told that in order to catch the virus, we would have to be within 2m or less of an infected person for 15 minutes or more.
"Coronaviruses can be spread when people with the virus have close, sustained contact with people who are not infected. This typically means spending more than 15 minutes within two metres of an infected person, such as talking to someone for instance."

But now most people are all crossing the road/walking in to the road in order to avoid passing other people in the street, and to observe the 2m distancing rule.
