Nurseries opening before schools?

I understand the reason for schools not opening until September due to school holidays, but in the 'phased list' (in inverted commas because no one knows what the exit strategy is) of possible reopening, where do you think nurseries stand?

My dd’s School in China has started staggered reopening and the youngest children will be the last to return. Kids start at age 3.
It is much easier to maintain social distancing rules with older children, but as younger ones learn through play and are sharing toys and other equipment the risk of infecting others and cross contamination is much higher.
