Why are people still not being tested?

I have a young relative aged 25 with underlying health issues.
She has the symptoms of COVID19 and had contact with someone who tested positive. She was in hospital overnight, low oxygen and confirmed pneumonia. They said they’re not routinely testing as it won’t change anything and they’ve seen so many COVID patients that they know what it sounds like.
It’s a relatively big hospital. I was surprised! I thought they tested everyone.

That's awful. I thought they were at least testing people hospitalised with pneumonia. I'm sure that's what they said!
Judging by what WHO have said, the testing (or lack of) in this county is a disgrace.
Did the staff treating her at least have the proper PPE they would have had if she was a confirmed case, do you know?

They had decent PPE, although not as robust as I’ve seen in other countries.

I feel really sorry for her. She’s none the wiser as to the cause of her symptoms. She’s home now.

I've been following the number of people who are diagnosed each day (yes, it's a real thing) and it is increasing every day at the moment. I'm just wondering who these people are who are getting the test and being confirmed? They must be people who are close to death.

I feel tempted to say the numbers must be a load of crap because I've known more than a handful of people who have had the symptoms of corona and not been tested and have then convinced themselves that they're fine and gone about their daily lives.
