I saw this article and while I feel this doctor should be able to use his skills and training to work as a doctor, surely a proper level of English is necessary to avoid potentially lethal miscommunication?

Too late to organise now to be of use in the crisis I'm sure but why are the tests they have to sit quite so expensive? Can't we make them cheaper or free but still insist on a good level of English to pass?
