Care home visitors at open window

Went for a walk and people are there, less than a meter away at an open window... I've rang the home to raise concerns but surely this shouldn't be allowed? Visiting at a closed window yes.... Or AIBU?

I'd have thought this to be a no.... Checked on their website and they've postponed all visits.. Surely this is selfish as they're putting all residents at risk?!?!
