emergency construction works allowed?

I need a complete re roof due to condensation and water damage to all battens. The roofer that was going to do the re roof has now closed down. I contacted other roofers but the only one in my area that is still open said that building merchants are also closed so we wouldn't be able to get the tiles (tiles are over 100 years old and also have water damage). we have now leaks to all the rooms downstairs so i would think this is an emergency.
I cannot imagine living another 8-12 weeks with these water leaks getting bigger and the fear of the roof falling over me and my baby. Sure the government didn't make any exceptions for emergencies?? What happens if part of the roof actually collapses? Who decides if i have an emergency? I am a frontline NHS staff so im over-stressed, tired and now i can't even relax and switch off at home.
