My neighbour is the member of a niche church who seems to make their own rules. They are still meeting several times a day and gathering at their house afterwards.Any suggestions? Should I report? And to who?

Police. The virus caused many deaths linked directly to a church group (in Thailand, I think, without checking) that continued to meet despite members of the congregation testing positive.

Don't they have enough to do that's really important? Unless the government make it illegal you're just wasting the police's time and they won't thankyou for it. Churches are still meeting. If you feel that strongly, you'd be better off talking to the government.
