If a person in the shielded category is only walking through the park or local area, moves away from people and isn't going anywhere to touch surfaces, why aren't they "allowed" to leave the house?

No. You can just go in your own garden or balcony if you have one.

I'm suppose to shield but I have a young toddler. No-one has told me how it works telling babies and toddlers that they can't touch their mothers.
