They are. This is about where patients with COVID can be treated. HCID can only be treated in designated centres. And those that are not can refuse to admit and treat based on it being classified as a HCID. This is the law

There is no way we could even begin to manage the volume of cases in HCID centres only.

They had to change it's designation

It is misleading, but it doesn't mean that COVID 19 is not being taken seriously.

I read it as expanding the number of places where the disease can be treated, otherwise we would have already run out of room.
