Neighbours being irresponsible or not?

Over the weekend we have all been reminded (again) of how important social distancing and non essential travel is. It felt like the government gave us our last warning yesterday (I took it that way anyway).
So this morning I hear a lot of banging and drilling coming from nextdoor, look out the window and they're having all their windows and doors changed. There's 2 vans outside and so far I have see 6 different men going in and out plus the couple that live there.
I think that both the couple and the company doing the work are being irresponsible. you can't practice social distancing in a small terrace house with 8 adults.
Spoke to my other neighbour on the phone about something completely different and the work on the windows came up. He thinks that until we're told we can't do something then it's fine and I'm needlessly panicking.
what do you all think? neighbours being irresponsible or am I panicking about something I shouldn't?

I think it is irresponsible however i think that it might all come down to money. These companies have not been told to stop trading so how are they meant to pay their employees. Until the government steps in and forces a lockdown people have to carry on otherwise they will be financially screwed.

I agree about it all being down to money. I also admit I may be more annoyed than I usually would be as the banging and drilling are disturbing my feeble attempt at home schooling a very bored 6 year old
