Everyone is still out?

Just wondering how this strategy is supposed to work when everyone is carrying on with they're normal everyday life. I just popped out to grab some milk. Everyone is still out and about old people, parents with their kids.

I'm so bloody confused

@Windyone I haven't been out since last week unfortunately I needed milk. I'm not plotting about the shops with my kids and having a chat with other people.
