School place if Key Worker is an absent parent?

I'm hoping you can help me sort through what's going on and what my ex is trying to achieve.
My ex left 4 and a half years ago when DD was coming up to her sixth birthday. He moved 400 miles away and has been largely absent except for High Days and Holidays where he insists she returns to his new home a six hour train journey away.
He opened his own CMS case as I think he thought he was paying too much and has stuck to their instructions as he's aware that he would end up with a attachment of earnings if he didn't. He from time to time tries to get variations to lower the amount paid and has been successful in gaining one for his travel expenses. By and large I am happy with CMS as it provides a structure and a 3rd party to control what's happening.
Now with Coronavirus he is consistently offering to have DD for an extended period of time and take her to his home (for several months from what I gather).
Today he tells me he has responded to the school survey and requested a key worker place for DD. Except he, as the key worker parent, is 400 miles away and never looks after her anyway - why would the school give a place under those circumstances?
Presumably if DD went to him to be "looked after" he would have to work anyway?
Today also he tells me he has closed the CMS case as it's "a waste of government resources in the current climate" and he will continue to pay as per the agreement. He is allowed to do this as he was the applicant and they called me to confirm they are closing the case today but that I can open a case on Monday which I intend to do.
All this has really got me suspicious that he is gearing up to try to take over residency of DD. I would really appreciate your comments and advice on this as it's messing with my head at an already difficult time.

Sounds like he must be getting carried away with the drama! 'Ohhh, Paul, haven't you got a daughter? You'll be entitled (favourite word of some at the moment) to one of those key workers places'
And instead of says 'well actually Sandra, I chose to move 400 miles away and I never see her' he ploughed ahead with this crack-pot scheme.

Ha ha Savoy - you might be right! I recall when we were together he insisted on having the flu jab every year because he was "entitled" to it.
Even though it made him ill every time.

Im a key worker and they aren’t easy to get places if only one parent is a key worker afaik

The school has emailed that DD has been offered a place! This is madness! I'll contact them Monday to say she won't be taking it as I can work from home.
