Flu jab = at risk group?

My mother is in her 50s and gets the flu jab annually since having a stroke a few years ago. A stroke isn't listed as a Covid-19 vulnerable underlying condition as far as I can see, but I have seen that if you get the flu jab you're considered an at risk group.

Am not visiting just in case but what does everyone think?
