Not being allowed to work from home

DHs work is fully set up to work from home however their bosses won’t let them due to some paranoia about productivity etc

They claim to be following government advice which they clearly aren’t

Is there anything he can do or say to make them let them look work from home? What if someone catches it and passes it around because they haven’t shut - are there repercussions legally etc?

I'm sure they can set productivity goals that workers have to fulfil by the end of each week, for example.

Or he could ask them what happens to productivity if some staff gets ill

Well they can already track what they’re doing etc so there’s no issues from actually being able to check up on people. It’s more this managers complete lack of trust in anyone (which says more about him than anyone else)

He can develop a cough and decide it would be safest to self-isolate, but feel well enough to carry on working, maybe?
