Why are some people being tested?

Why can celebrities get tests when we can't?

His tweet says he was 'exposed to the virus' so that may be why he was tested.

But only hospital cases are being tested, so being exposed to the virus doesn't mean someone is being tested in normal circumstances.

The NHS isn’t offering tests. My guess is these guys are being forced to take tests by American insurers before taking on a project.
