Handwashing message not working

Was in a restaurant toilet last night. Two people just giving their hands a 2 second rinse, no soap.
Even before Corona that's disgusting, but now!?

Tbh that's still better than some I've be aware of recently! I've been in the loo and heard a women leave the cubicle and go straight out, still ended up using sanitizer once I got out, who knows what's on the door handle!
