Do I ring 111?

My nearly 2 year old (next month) started coughing a few days ago. Today it is horrendous, constant. She can't lay flat and just fell asleep hugging me (bedtime) and she has a snotty nose/sounds congested.

Do you think this is just a normal cold/croup or should I take more action?

If she is finding it harder to breathe then she would do normally she needs to be seen really regardless what it is.

Does she have a temperature and what have you tried so far?

Why wouldn't you call 111?
