Are we being misled with the control measure chart?

Looking at the control measure chart for how the Government expects the pandemic to run it looks to me like the peak for new cases with control measures is less than 50% of if no action was taken.
BUT further down that article on the BBC website they quote Sir Patrick Vallance (government chief scientific advisor) as saying the peak could be only 20% less.
I know this isn't AIBU but am I in thinking the chart is being deliberately misleading so the general public believe the government are doing more than they are?

Are we being misled with the control measure chart?
