Why does the US think the EU haven't dealt with the virus "vigorously" but the UK has?

Open borders in the schengen area. As evidenced by Slovenia closing its borders. It's a salve to make people feel like he's doing something. There are open borders between the states in the US. Politics aside about Federalisation of the EU, it's just the same. Viruses don't give a shit about borders or walls etc.

Easier than drawing up a list? Alternatively it may be the case that the schengen area is already classed a ‘zone’ in their internal systems for these purposes so they’ve just run with that?

I think it was probably more politically motivated than practical. Too late anyway, there is already substantial community spread in the US.

The downfall of trump might be one of the few positives to come out of this mess.

Italy is Schengen so if they wanted to ban flights from there they would treat all the Shenghen countries the same

The uk have, if anything, been much more relaxed than most of Europe
