DH thinks you do but I didn't think it was as exact as that. I have had day 21 bloods on last two months, first was really low and second well within normal.

No- it's a race and the most mature follicle wins. Absolutely possible to ovulate repeatedly on the same side.

Also possible to not ovulate at all some months and that too can be perfectly normal.
