Vasectomy reversal on NHS?

Can anyone help - My OH had the snip about 18 months ago - we were both suffering from depression at the time, and I had just had a miscarriage of an unplanned pregnancy which threw me into a fit of panic and I insisted he had the op. We werent offered any counselling, nor did I have alternative contraception discussed (was on mini pill at the time). I have asked my GP for a referral and he has advised that he wasnt sure of the criteria under which it is allowed, but that he thinks they only do it if you have lost a child.
I know of a few people who have managed to get a VR on NHS, and none of them fitted this particular criteria so I dont know whats going on
Does anyone know the criteria (any GP's out there?) or has anyone managed to get a VR on the NHS and is prepared to share their story?
