Currently CD38, 23 dpo (according to Flo app, I haven't done an ovulation test), absolutely no sign of AF. BFNs on CD30 and CD35. Not TTC at the minute, I actually have the Nexplanon implant although I have had it now for 3.5 years rather than the recommended 3. How can I tell if I've ovulated late? Do I need to do a blood test to be sure I'm not pregnant? Surely HCG at CD35/20dpo would make a false negative highly unlikely?

It will become clear soon enough if you're pregnant. You probably ovulated late and period (or positive pregnancy test) will appear soon enough
Just be patient 😊
Sounds like you just ovulated later than usual
If your period was late due to pregnancy then tests would be positive by now
