Trying to conceive - low progesterone?

Hi!
My husband (38) and I (34) have been TTC baby #2 for almost a year, with no success. Conceiving our daughter happened very quickly.
I recently had some blood tests done, which shows:
Progesterone level at 17.4 (this was done on day 21, and I ovulated on day 18)
Normal FS, LSH & thyroid function

My doctor told me the progesterone level is within normal range but on the low end.. that they'd expect between 16-28. However, my own research suggests the progesterone test is usually done on day 21 because they assume ovulation happens around day 14, and progesterone apparently peaks 7 days after ovulation. Mine was taken 3 days after ovulation.. so my question is, am I truly low for 3 dpo? Doc suggested seeing a fertility specialist (she's gynae) but I'm reluctant if the test was just done at the wrong time.
