Levels of LH fluctuate throughout the day, so if you test at different times of the day you might get different strengths of line just from natural fluctuations. I can also see that there's a 3 day gap between the first and second tests - is it possible that your peak was earlier (Day 24/earlier in the day on Day 25) and what you're seeing here is the tail end?
