No significant rise in BBT

I’ve been TTC baby no.2 for 3 months and have been tracking BBT, using OPKs and checking cervical fluid. Each month I’ve had a positive OPK at the same time as fertile cervical fluid but then not really seen a proper rise in BBT. It’s more of a very slow rise throughout the whole month rather than any change during ovulation. I’ve attached my current chart.
this is totally different to when I was TTC no.1. I did the same then (albeit for 2 months only as it didn’t take long) but always found a noticeable rise in temp straight away after expected ovulation.
I have pretty regular periods - between 28 and 32 days. Could it be that I’m not ovulating? I know the odd anovulatory cycle is normal but this has happened for 3 months now
