OPK No high fertility?

Hi all

My 2nd month using the CB Digital ovulation tests....

My cycle is 27/28 days.

Last month cycle day 8-11 were high fertility flashing smiley with LH peak on 12/13. AF day 28.

This month i am cycle day 11 and still a O not even a flashy smiley.

Is this normal?
