Anyone had a temp shift but blood test shows no ovulation?

I have PCOS and been ttc no2 for almost 4 years. I am on my first round of clomid.

I have seen a definite temp shift which shows ov on cd15 (see chart) however I didn’t get a peak on the clear blue dual hormone opk this month (although ic looked almost positive on cd14). I had a progesterone blood test on cd22 and the fertility nurse said she would only call me if results showed I had ovulated and if I didn’t hear from her to continue to have a blood test every week until she calls to confirm ov or af arrives. She hasn’t called. I called the clinic but the nurse wasn’t available and all they could tell me was that as she hadn’t called me it will mean the test showed I haven’t ovulated yet and I should continue to have weekly blood tests until ov is shown but if the tests continue to show I haven’t ovd they will increase my dose of clomid next cycle. When I mentioned my bbt showed a temp rise they completely dismissed it and said they don’t recommend bbt charting because it isn’t an accurate way to show ovulation.

I have another blood test booked for Monday (if af doesn’t show) so I will see if I can find out then what my results actually were for the last blood test on cd22.

So my question is can I have an obvious temp shift and still not have ovulated? Has anyone experienced this before?

I have never had a 21 day test so wouldn't know but I had always assumed and I am sure I read before that a temp shift means you have ovulated.
Fingers crossed she just hasn't got back to you yet and you will hear soon.
