How does sperm get into pre-cum?

How does sperm get into pre-cum?
I should know this at my age but hopefully someone can explain.

I read that it is residue sperm from a previous ejaculation. But, that him peeing pretty much washes this out.

If he hasn't ejaculated for several days (or a week even) then is it even possible for sperm to be in his pre-cum?
