Is it true that is a man does not ejaculate for days before sex, it helps increase pregnancy chances?

No.

Define 'days'? If a man has lower sperm count, it can take 24-48 hours to replenish his swimmers, but for most men this is not an issue. If sperm is 'old' it can be of poor quality.

I've read that ejaculate on every other day helps maintain the quality as opposed to ejaculate to everyday, but then I've also read that it doesn't matter how often a man ejaculate the quality of his sperm remains the same.

For sperm testing purposes they ask for three days abstinence to get the best sample. This is whether count is a issue or not.
