Anovulatory cycles but still getting LH surges?

Do you still get LH surges in anovulatory cycles? I had a +ve OPK and CBFM peak on cd15 and 16 this cycle but it's cd32 and still no AF? I've had 2 BFNs so confident I'm not pregnant. My cycles have always been 28 days with ov on cd14, but last one was 31 - again ov'd day 14 but period took another 16 days to arrive. Can't understand why my cycles have suddenly got longer and gap seems to be widening between LH surge and AF arriving - could it be I'm actually not ovulating?

Yes it is possible that you can have a LH surge which isn't strong enough to make you ovulate (or perhaps your body comes under strain an postpones ovulation iyswim). That said, you're only 15-16 dpo which isn't beyond the realms of normality. Give it a few days and test again?
