Christmas on Exeter Street is just the loveliest Christmas book, EVER. (We are all also big fans of the Shirley Hughes suggestions above.)

Jolly Christmas Postman (and the non-Christmas one too). It's beautiful, it will never get boring and at the age of 41 I still haven't outgrown it.

Twas the night before Christmas, there are loads of beautifully illustrated copies.
We also love dasher which is a story about how father Christmas got his reindeer and it's really lovely and also has beautiful illustrations.
Also Alfie's Christmas is nice and shows Alfie and his family doing all the festive activities which is nice for little ones who may not remember much about Christmas from one year to the next. We read it on 1st December with our 4 and 2 year olds.
The Christmas pine is a new one by Julia Donaldson and has beautiful illustrations too, my 2 year old is getting this book for Christmas.
We do a book advent with a different Christmas book each day so I have lots! But those are the ones I would say are the most beautiful and nice stories. We've also enjoyed how the Grinch stole Christmas and the boys like there's an elf in your book.

There is a book just just called Christmas, illustrated by Jan Pienkowski - the text is the Nativity story from the King James Bible and the illustrations are absolutely stunning. We weren't a religious family but I loved looking at this book for the illustrations every year. Sadly it looks like it's not in print anymore but available from some secondhand sites if you want something really beautiful looking (other highlights from when I was a kid included Christmas on Exeter Street, The Polar Express and an illustrated copy of Truman Capote's A Christmas Memory - though that's probably for older kids).

My not quite 2 year old DC loves this; especially the picture of Grandpa Christmas at the end. He gets so excited to see him!

Depending on the age of the child, "Teddy Robinson meets Father Christmas". I loved this and one Christmas my brother and I came down to our bears wearing a bell around their neck (they were cat collars but perfect and an awesome Christmas memory

The Empty Stocking is a fabulous Christmas book, by Richard Curtis. I am always surprised that it is not better known.

Jan Brett has created some visually stunning Christmas themed books, they've become heirlooms in my house, they're so gorgeous, and my DC are already arguing about who will keep which one when they leave home.

Oh you've just sparked this book in my memory! I have a copy of this book somewhere, you're so right about the illustrations, absolutely beautiful. I must go and dig it out from the back of the cupboard!
