Want to get mum an Alexa but she has no broadband

My mum (84) feels a bit cut off these days, she has no technology other than a tv and radio and she can’t get on with a mobile phone. She has no broadband in the house. I’d like to get her some sort of smart speaker with a subscription to Spotify and possibly one with video calling. Does such a thing exist where you don’t need home broadband? Like a mobile phone with 4G?

My mum lived in west Cumbria where the WiFi is so useless we had to get her a 4g mobile internet device. Unfortunately, Alexa uses so much data it is not possible to use it for music etc on a regular basis. Can you get her WiFi instead.
