WHSmith usually have good paper. Quite expensive but they usually have a 3 for 2 offer running.

Definitely CostCo, they do packs of two double sided paper. Absolutely massive rolls and the paper is so thick it's a pleasure to use it. Also the double sided rolls means that all the wrapped presents compliment each other

Paperchase, a lot are made from recycled paper and recyclable too.

Wilkos. My mum asked me the same question yesterday so I took her to Wilkos, she used it last night and was impressed with the thickness and quality of it.
