Has anyone seen any craft sets (making cards, decorating things etc) that would suit a 14yo?

Some lovely Calligraphy sets on Amazon.
Also Tapestry kits from SewandSo for around £20 and up.

Tie Dye T-shirt kits

The Range and The Works are good places to try. I think often the 'kits' are very over priced though and quite prescriptive. It might be quite fun to make your own kit up from separate bits and bobs and maybe give them with a book on card making (or whatever craft is relevant to what you buy! ) for inspiration. Jewellery making might be a good one. You could get some beads, a little set of tools, and some earring making bits and a book. Hobby craft have loads of jewellery making stuff (also Amazon or eBay).

My 13YO loves her knitting loom (ring) and has used it to make hats and scarves for everyone for Christmas. Different diameters for different things.

You can buy the ingredients for bath bombs easily and put them all in cellophane? Otherwise the Works in great for card stuff. The Range also has great offers.
If you live by the sea then collecting driftwood is fab for frames and mirrors. By a glue gun and you're sorted!

I Highly recommend fimo polymer clay it's oven bake and very strong using it she can create charms for jewelry, keychains, phone charms and so on.

A candle making kit? I think I saw one in The Range or B&M for around £20 so quite expensive to make 3 candles, but I think it would be lovely for a young teen. A chance to use something they make as well, instead of just having something to look at

Thanks for the ideas! :) Will have a look.
