Giffgaff are good for pre owner and brand new but the items being in stock can be hit and miss, when I got my "new" phone I ended up on music magpie as giffgaff where out of stock B grade iPhone 6, came in its official box and everything, no signs of useage really.

Carphone warehouse sell phones unlocked so you can chose your own payg SIM. They're generally reasonable value.

If he likes to install apps, chose one with 16GB storage or 8 as a very bare minimum, but that won't leave a lot of space for apps that won't go on an SD card after the operating system.
