Even before they could walk properly they could play with it on the floor and/or pull themselves up.
Other than that they also loved their scout and violet toy dogs that sang and said their name.

Haba wooden building blocks or brio train set

My sister bought ds1 a fairly cheap set of stacking cups (as she was giving money) for his first Christmas. Never has a toy been so well played with. Ds3 was still using them in the bath more than ten years on.
