Hells Bloody Bells - why am I so disorganised?

My dd is a Victorian Carol singer in the Christmas school play and needs to wear a long black skirt (in the style of scrooge) and a victorian blouse)

The blouse I can manage, but the skirt is beyond me

Any idea? how easy would it be for a non sewer to make a long black skirt?

do a wrap around so a rectangular bit of material, with 2 'handles'. Cut a hole in the material a la ballet cardigan style and tie.

Get a piece of material put a seam in and then put some elastic for a waistband
