Asda have the flashing micro scooters for £9.97 at the moment

Going by what my 3yr old likes (not cars,trains etc)i would recommend:

UNDER £5
crayola colour wonder pens/books (no mess)
play tools
puzzles
books with either stickers or magnets

UNDER £10
Pop up pirate (on offer in tesco)
Lucky Ducks
other similar games (woolworths are good)
Freddy Fish/Elefun

Also when it isnt your child (so you dont have to put up with the noise) play guitars or other music making toys are always a hit, trust me my son has lots of those type of things and he is always playing with them grrr!

My ds is just 3 and is crazy about lego. He has lego duplo and normal lego (not recommended for three year olds, but he knows not to chew it!) and loves them both, you can get sets to make but he seems to prefer just boxes of assorted stuff, where he can use his imagination.

He also likes little people (we have Happyland, but there's lots of versions) so he can act out little stories with them.

Soft stuff sets are good too, ELC have lots of options.

Don't know if that's any help, hope so!
