Toot toot drivers. That's what I've bought for my Dd who will be 18 months at Christmas.

You can get loads of add ons and different tracks so it grows with the child

Elc do a lovely wooden Noah's Ark for £15. Dd loves it. Duplo and brio is is good idea too and I love the sound of the food cutting set.

Wooden puzzles (my dd has a chunky colourful alphabet one which is especially nice - no idea where from, though, as t'was a gift)
Nice tin tea set
An appealing cuddly toy, maybe of the dc's favourite animal if you know it
Some children's books likely to be of interest for a few years, like the Julia Donaldson ones, or a classic like The Velveteen Rabbit (is it even a classic? I loved it anyway).

Dd is 19 months now and her favourite thing at the minute is her play food and tea set, the Melissa & Doug stuff is lovely and her tea set was from ELC
She's getting duplo as her main Christmas present this year

What about a memory bear/animal made from her old clothes? I made my son a dinosaur out of his old pjamas when he was a toddler.
