Christmas biscuits
Making snowflakes with lolly sticks
Making pictures with Christmassy stickers
If you a are very keen you could make some salt dough or clay decorations for the tree and paint them.

Cut green paper into tree shapes. Let toddler decorate with paint and glitter. Then peg on string to make a Christmas garland.
