Train set that people can sit in?

Small figures obviously; I wasn't planning on trying to ride on the train myself. I would like a train set for DD but one that can fit people in the carriages. I know happyland is a poss but she will be 4 in December and so HL seems a bit young.

Anyone got any suggestions? Thanks!

Duplo. Then she can make the trains herself.

Lego? I know they have trains and people, not sure if the people can go in the trains.

We used to blu-tack polly pockets into Brio trains in the 90s Grin Shame they've gone so big now!

I was looking at a lovely Playmobil one yesterday, they have a city tram too.

I think the figures and detail are very appealing at that age and it's all ready to play with once the track is in place. It's quite tough too.

We bought DS the Lego city train - took all morning to build, and it was a pfaff to take the top on and off for the passengers. Playmobil is a little cheaper than Lego too?
