Best Lego Duplo set to start with for a 21 month old

Want to get some for DD for Xmas - total novice at this toys lark - do I just get a box of bricks or do I start with a Zoo or something?
Any top tips please..

She might be a bit young to be interested in building a specific 'thing' perhaps? I found the 'basic bricks' sets best value. I also don't like the duplo figures very much but that's just me being fussy :o

Depends on your/your DD's imagination a lot.

We've got the safari/zoo set, it was bought for DS1 when he was 2 yrs old and has just come out for a third time for DD1, so lasts forever!

Provides many happy hours of play for all! It helps with hand/eye co-ordination, pincer grip and obviously imagination, the animals give us something to work with! I have a rubbish imagination so need something to work with!

Thanks for replies - both your comments make sense - I guess I just have to start somewhere and if she is too young at Christmas hopefully she will grow into it!
JJWMummy not sure about her imagination but mine is rubbish ( although I am told it was very good when I was a kid) so think I would benefit from something to work with!

A house would be a good start, or a farm. YOu will need some bricks and a large base board.
Are you open to second hand? It's expensive stuff so a large bundle would be a better start point. Can you ask family to buy it for christmas as well, as more is def better with duplo.

The house is the most played with here, and we have a lot of duplo:-)
