Teeth in a 1 year old

The Cub has had teeth since 14 weeks (ebf with that was 'fun'!) We've cleaned his teeth morning and night since he started getting them but his molars are through and they've got what looks like plaque on them!!! One of his bottom front teeth has this as well.

We got a silicone finger brush to try and remove it but it's just not working - we brush with toothpaste and tooth brush after using the finger brush.

What am I doing wrong?

14 weeks? Ouch...I really don't have any advice Dawn, but bumping for you in case somebody smarter than me shows up.
