eczema like rashes on my dd's cheeks

My dd has had rashy cheeks for a month or so now, I use barrier cream and moisturiser all the time but wondered if this is common and how the gp might treat it? Do they avoid using cortisone at this age? I will take her to the gp but can't for a few days so wondered what usually happens.
I have mild eczema so she certainly has the genetic likelihood.

DS had rashes like that at about the same age and it was caused by teething. He has lots of allergies but never went on to have eczema even though both DH and I have it.

Thanks! She has been teething for ages, huge gnashers all the time. My sister said the same.
