Please help, what I thought was a cold is getting worse

For a few days my DD 20 months has had a little cough. Last 2 days' its turned into a real hacking cough complete with runny bum, streaming nose and eyes but she's been her usual happy self. Today she's totally lethargic, and keeps rolling her eyes, and squinting at light. There's no rash but there is a bit of a temp. Is this normal or do I run to A&E like the panicky first time parent that I am!

I think she's just got a really bad cold, calpol took the temp down and she's picked up a bit. Anyone else having this?

Phone NHS24 and get her seen at an out-of-hours centre by a GP. Not an A+E job.
