No, you can buy it over the counter.
I have run out before for DD and have bought it.
I wouldn't say it was for a lo (if it is) as they might then say no.

we've been using syrup of figs but she's still having real trouble

I used lactulose for a few days and it sorted out dd's (3) constipation.

She is fine now and I have not used it for a week or so.

they woudn't give anything stronger than syrup of figs so I guess we'll have to go to the gp, sucha pain when I know what they'll prescribe

I used to buy it over the counter for my cat so you shouldnt have a problem.

we did say it was for a 2 yr old though
maybe I should have lied and said it was for a feline?

We said it was for a 22 month old and they gave it with no hesitation.
