3 month old has spots on eyelids

My 3 month old son had some small red spots on his chin for a week or so, which I did show to the gp who said it was nothing to be concerned about. Now suddenly, I am noticing spots appearing on his eyelids.

Should I be concerned? What could it be?

Could it be some kind of heat rash? DS got it a lot at about that age and at this time of year - too much being snuggled up out of the cold? Although those don't sound like natural heat rash places
