Quick question about mark/bruising on skin (child is not ill!!)

I was changing ds2's nappy earlier (he's 18mo) and saw a sort of patch of dark red pinpricks, under the skin. Panicked for a millisecond, then realised he is not remotely ill, is being a loon as usual, no temp, not even a cold any more except nose is a bit snotty (normal)

I am wondering what might have caused it - it's about an inch max, on that podgy bit of skin next to his willy.

I wondered if it might have been caused by the car seat buckle or something?

If he was ill I'd be right there at A&E (and we live 2 minutes walk from l'hopital) so I am loath to panic anyone else. I think it is some kind of bruise.

I'll take that as a 'don't panic flight, he is not in mortal danger' then shall I
