Eczema in 18 month old

One of my Little Mindees has what appears to be eczema, (classic places, inside of elbows, back of knees)

Everything Mum has been given for her seems to make it worse.

One thing tho, she never scratches it! And it really doesn't seem to bother her, (although does Mum who is worried about it)

Any ideas for help?

My DD is the same, same place but no scratching! we use oilatum if it's really bad in the bath and then calendula cream twice a day.
